فِیۡہَا کُتُبٌ قَیِّمَۃٌ ؕ﴿۳﴾

In which are written proper affairs.

Tafsir al-Jalalain                                                                                                                        تفسیر الجلالین                                                

{فِيهَا كُتُب} أَحْكَام مَكْتُوبَة {قَيِّمَة} مُسْتَقِيمَة أَيْ يَتْلُو مَضْمُون ذَلِكَ وَهُوَ الْقُرْآن فَمِنْهُمْ مَنْ آمَنَ بِهِ وَمِنْهُمْ مَنْ كَفَرَ

Wherein are proper precepts, written rulings that are just i.e. one who recites what contains all, and that is the Quran, thus some of them believed in it, while others disbelieved.
