وَأَمَّا مَنْ خَفَّتْ مَوَازِينُهُ

But as for the one whose scales are light,

Tafsir al-Tabari                                                         تفسیر الطبری                                

وَأَمَّا مَنْ خَفَّ وَزْنُ حَسَنَاتِهِ، فَمَأْوَاهُ وَمَسْكَنُهُ الْهَاوِيَةُ

i.e. the one whose scales of good deeds are light, his adobe is hell.

عن ابن مسعود رضى الله عنه يحاسب الناس يوم القيامة فمن كانت حسناته اكثر من سيئاته بواحدة دخل الجنة ومن كانت سيئاته اكثر من حسناته بواحدة دخل النار

Sayyiduna Ibn Mas’ood – may Allah be pleased with him – reported that people will be held for accountability on the Day of Judgment.  Whoever’s good deeds will outweigh his bad deeds even if by one, he will enter Paradise and the one whose bad deeds outweigh his good deeds even if by one, he will enter hell.
