It is mentioned that Khalifah Mansur was considered a brave soldier and a very intelligent ruler. He used to also say that the stability of a good government is based on four pillars.

 

  1. A strong police force which is always there to help and protect the weak.
  2. A proper tax collection agency which can make sure that all those who are entitled to pay tax, do pay their tax.
  3. A proper agency to collect information from around the country which would be able to keep the government fully informed about everything and all types of news and information.
  4. Such a Chief Justice who sincerely fears Allah Almighty and does not take sides with anyone when it comes to serving justice.

 

It is reported that when Khalifah Mansur was travelling for Hajj in the year 158 A.H. while in the state of wearing his Ihraam he passed away near the city of Mecca Shareef. He was also responsible for the construction of many canals in Baghdad and during his era, this city became a centre for many ‘Ulama.
