وَ مَا ہُوَ بِقَوْلِ شَیۡطٰنٍ رَّجِیۡمٍ ﴿ۙ۲۵﴾
And the Quran is not the recitation of satan (Devil) the accursed.
فَاَیۡنَ تَذْہَبُوۡنَ ﴿ؕ۲۶﴾
Whither, then, are you going?
اِنْ
ہُوَ اِلَّا ذِکْرٌ لِّلْعٰلَمِیۡنَ ﴿ۙ۲۷﴾
This is not but an admonition to the entire world.
لِمَنۡ شَآءَ مِنۡکُمْ اَنۡ یَّسْتَقِیۡمَ ﴿ؕ۲۸﴾
For him among you who desire to be straight.
وَ مَا تَشَآءُوۡنَ اِلَّاۤ اَنۡ یَّشَآءَ اللہُ رَبُّ الْعٰلَمِیۡنَ ﴿٪۲۹﴾
And what you desire, but only this that Allah the Lord of the world Wills.
Tafsir al-Qurtubi تفسیر القرطبی
(وَما هُوَ) يَعْنِي الْقُرْآنَ (بِقَوْلِ شَيْطانٍ رَجِيمٍ) كَمَا قَالَتْ قُرَيْشٌ.
قَالَ عطاء: يريد بالشيطان الأبيض الذي كان يَأْتِي النَّبِيَّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ فِي صُورَةِ جِبْرِيلَ يُرِيدُ أَنْ يَفْتِنَهُ.
i.e. the Holy Quran is not the recitation of satan the accursed, as the Quraish opined.
Sayyiduna ‘Ata – may Allah be pleased with him – said: The meaning of the devil here is the one fair one who used to come to the Holy Prophet – may Allah send peace and blessings upon him – in the image of Sayyiduna Jibreel – peace be upon him – so he could put him in trouble.
وَقَالَ أَبُو هُرَيْرَةَ وَسُلَيْمَانُ بْنُ مُوسَى: لَمَّا نَزَلَتْ لِمَنْ شاءَ مِنْكُمْ أَنْ يَسْتَقِيمَ قَالَ أَبُو جَهْلٍ: الْأَمْرُ إِلَيْنَا، إِنْ شِئْنَا اسْتَقَمْنَا، وَإِنْ شِئْنَا لَمْ نَسْتَقِمْ- فَنَزَلَتْ: وَما تَشاؤُنَ إِلَّا أَنْ يَشاءَ اللَّهُ رَبُّ الْعالَمِينَ، فَبَيَّنَ بِهَذَا أَنَّهُ لَا يَعْمَلُ الْعَبْدُ خَيْرًا إِلَّا بِتَوْفِيقِ اللَّهِ، وَلَا شَرًّا إِلَّا بِخِذْلَانِهِ.
Sayyiduna Abu Hurairah and Sulaiman ibn Moosa – may Allah be pleased with them – said: When this verse was revealed Abu jahl said, “It is entirely up to us; whether we choose to be steadfast or not, and then the following verse was revealed i.e. Allah Almighty openly states by this statement that if a servant does something good it is only through the Divine Help of Allah and one does not commit an bad act but only when He abandons him.
وَقَالَ الْحَسَنُ: وَاللَّهِ مَا شَاءَتِ الْعَرَبُ الْإِسْلَامَ حَتَّى شَاءَهُ اللَّهُ لَهَا.
Sayyiduna Hasan – may Allah be pleased with him – said: It is not the Arab who chose Islam until Allah ordained it for them.
وَقَالَ وَهْبُ بْنُ مُنَبِّهٍ: قَرَأْتُ فِي سَبْعَةٍ وَثَمَانِينَ كِتَابًا مِمَّا أَنْزَلَ اللَّهُ عَلَى الْأَنْبِيَاءِ: مَنْ جَعَلَ إِلَى نَفْسِهِ شَيْئًا مِنَ الْمَشِيئَةِ فَقَدْ كَفَرَ.
Sayyiduna Wahb ibn Munabbah – may Allah be pleased with him – said: I have read in 87 books scriptures that were revealed by Allah upon the Prophets that whoever attributes any ordinance towards oneself, he has indeed become a disbeliever.
وَفِي التَّنْزِيلِ:
وَلَوْ أَنَّنا نَزَّلْنا إِلَيْهِمُ الْمَلائِكَةَ وَكَلَّمَهُمُ الْمَوْتى وَحَشَرْنا عَلَيْهِمْ كُلَّ شَيْءٍ قُبُلًا مَا كانُوا لِيُؤْمِنُوا إِلَّا أَنْ يَشاءَ اللَّهُ [الانعام: 111]
وَقَالَ تَعَالَى:
وَما كانَ لِنَفْسٍ أَنْ تُؤْمِنَ إِلَّا بِإِذْنِ اللَّهِ [يونس: 100]
وَقَالَ تَعَالَى:
إِنَّكَ لَا تَهْدِي مَنْ أَحْبَبْتَ وَلكِنَّ اللَّهَ يَهْدِي مَنْ يَشاءُ [القصص: 56]
وَالْآيُ فِي هَذَا كَثِيرٌ، وَكَذَلِكَ الْأَخْبَارُ، وَأَنَّ اللَّهَ سُبْحَانَهُ هَدَى بِالْإِسْلَامِ، وَأَضَلَّ بِالْكُفْرِ
The following verses have been mentioned in the Holy Quran:
وَلَوْ اَنَّنَا نَزَّلْنَاۤ اِلَیۡہِمُ الْمَلٰٓئِکَۃَ وَکَلَّمَہُمُ الْمَوْتٰی وَحَشَرْنَا عَلَیۡہِمْ کُلَّ شَیۡءٍ قُبُلًا مَّا کَانُوۡا لِیُؤْمِنُوۡۤا اِلَّاۤ اَنۡ یَّشَآءَ اللہُ
And if We had sent down angels towards them and the dead had spoken to them and We had brought together all things before them, even then they would not believe but if Allah would have willed.
(Al-An’am 6, Verse 111)
وَمَا کَانَ لِنَفْسٍ اَنۡ تُؤْمِنَ اِلَّا بِاِذْنِ اللہِ ؕ
And no soul has power to believe but by the leave of Allah.
(Yunus 10, Verse 100)
اِنَّکَ لَا تَہۡدِیۡ مَنْ اَحْبَبْتَ وَلٰکِنَّ اللہَ یَہۡدِیۡ مَنۡ یَّشَآءُ ۚ
Undoubtedly, this is not that you may guide whomsoever you like on your own accord, yes, Allah guides whomsoever He will.
(AL-Qasas 28, Verse 56)
There are numerous verses in this concern and same is the case of Ahadeeth. Indeed Allah Almighty is the One who guides towards Islam and misguides through disbelief.

Tafsir al-Jalalain تفسیر الجلالین
{وَمَا هُوَ} أَيْ الْقُرْآن {بِقَوْلِ شَيْطَان} مُسْتَرِق السَّمْع {رَجِيم} مَرْجُوم
And it, that is, the Quran, is not the word of an accursed satan, eavesdropping stealthily.
{فَأَيْنَ تَذْهَبُونَ} فَبِأَيِّ طَرِيق تَسْلُكُونَ فِي إِنْكَاركُمْ الْقُرْآن وَإِعْرَاضكُمْ عَنْهُ
So where are you going? So what path are you going to follow in repudiating the Quran and turning away from it?
{إِنْ} مَا {هُوَ إِلَّا ذِكْر} عِظَة {لِلْعَالَمِينَ} الإنس والجن
It is only a reminder, an admonition, for all worlds,
[those of]
mankind and jinn,
{لِمَنْ شَاءَ مِنْكُمْ أن يستقيم} باتباع الحق
For those of you who wish to go straight, by following the truth;
{وما تشاؤون} الِاسْتِقَامَة عَلَى الْحَقّ {إِلَّا أَنْ يَشَاء اللَّه رب العالمين} الخلائق استقامتكم عليه
But you will not [wish], to go straight along the [path of] truth, unless Allah, the Lord of the Worlds, [of all] creatures, wills, that you should go straight along it.
