Indeed the guilty used to laugh at the believers.

  And when the believers used to pass by, they used to gesture at each other with their eyes.

  And whilst returning to their homes, they used to return rejoicing.

  And when they see Muslims. they say, ‘undoubtedly, they are the strayed ones’.

  And they were not sent as keepers over them.

  And they were not sent as keepers over them.

  They look seated on thrones.

  How the infidels have been recompensed of their doings?

It’s the description of the souls of disbelievers for the way they used to ridicule the believers in the world and its objective is the dignitaries of Quraish amongst the polytheists.

A people reported from Sayyiduna ibn ‘Abbas’ commentary:  i.e. it is Waleed ibn Mugheerah, ‘Uqabah ibn Abi Mu’eet, ‘Aas ibn Waa’il, Aswad ibn ‘Abd Yaghooth, ‘Aas ibn Hisham, Abu jahl, Nadhr ibn Harith.

These were the people who used to ridicule the believers i.e. the companions of Sayyiduna Muhammad – may Allah send peace and blessings upon him; such as, Sayyiduna ‘Ammar, Khabbab, Suhaib and Bilal – may Allah be pleased with them.

Whenever the believers passed by them on their way to visit the Holy Prophet – may Allah send peace and blessings upon him, they used to wink at each other and hint with their eyes.

It is also said that they used to make them feel bad on account of Islam and wrongly criticize them.

Sayyiduna Muqatil – may Allah be pleased with him – said:  It was revealed about Sayyiduna Ali ibn Abi Talib – may Allah be pleased with him.  He came with the group of Muslims to visit the Holy Prophet – may Allah send peace and blessings upon him – so the hypocrites ridiculed him and laughed at him by winking at each other.

Whenever these infidels saw the companions of the Holy Prophet – may Allah send peace and blessings upon him – they used to say that these people are gone astray by following into the footsteps of Sayyiduna Muhammad – may Allah send peace and blessings upon him.

So today is the day i.e. the Day of Judgment that the believers in the Holy Prophet – may Allah send peace and blessings upon him – will laugh at the infidels as they had ridiculed them in the world.

Sayyiduna Ibn Mubarak – may Allah be pleased with him – narrated from Sayyiduna Qatadah – may Allah be pleased with him – concerning the commentary of this verse:  We have been told that Sayyiduna Ka’b – may Allah be pleased with him – used to say that there is a window between the heaven and hell.  When a believer will wish to see someone who was his enemy in the world, he will look through this window.

Sayyiduna Ibn Mubarak – may Allah send peace and blessings upon him – also mentioned:  Kalbi narrated to us from Abi Saleh concerning the following statement of Allah Almighty:

Allah mocks at them (Befitting His Dignity).

(Al-Baqarah 2, Verse 15)

The residents of hell will be commanded to come out and the doors of hell will be opened for them.  When they will see it opening, they will reach for it wanting to escape while the believers will be watching them from the thrones.  As soon as they reach the doors it be shut on them.  The believers will laugh at them when it will be shut on them, hence this statement of Allah Almighty (S83, V34).

Tafsir Qurtubi (Al-Jame’ Li Ahkaam al-Quran) Imam Shamsuddin Muhammad ibn Ahmad al-Qurtubi t D. 671 A.H.

Tafsir al-Jalalain

Verily the guilty, like Abu Jahl and his likes, used to laugh at the believers, such as Sayyiduna Ammar and Sayyiduna Bilal – may Allah be pleased with them – and those like them, in mockery of them;

And when they, the believers, passed them by, they would wink at one another, the guilty beckoned with their eyebrows and eyelids towards the believers in mockery;

And when they returned to their folks they would return merrily, rejoicing in their [disparaging] mention of the believers;

And when they see them i.e. the believers, they say, ‘Lo! these [men] are astray!’, on account of their Iman in Sayyiduna Muhammad – may Allah send peace and blessings upon him.

Yet they i.e. the disbelievers, were not sent as watchers over them, [over] the believers, to preserve them or [to keep a record of] their deeds and thus guide them back to what is best for them.

{فَالْيَوْم} أَيْ يَوْم الْقِيَامَة {الَّذِينَ آمَنُوا مِنْ الكفار يضحكون}

So today, that is, the Day of Resurrection, the believers will be laughing at the disbelievers,

Upon couches, in Paradise, gazing, out from their dwellings at the disbelievers while they are being tortured; and they will laugh at them just as they, the disbelievers, had laughed at them in the world.

Have the disbelievers been requited for what they used to do? Yes, indeed!
