اِنَّہُمْ یَکِیۡدُوۡنَ کَیۡدًا ﴿ۙ۱۵﴾

  Undoubtedly, the infidels are planning their own plan.


 وَّ اَکِیۡدُ کَیۡدًا ﴿ۚۖ۱۶﴾

And I arrange My secret plan.


فَمَہِّلِ الْکٰفِرِیۡنَ اَمْہِلْہُمْ رُوَیۡدًا ﴿٪۱۷﴾

So give a long rope to the infidels, give them some time.

Tafsir al-Qurtubi                                                                                                                                                                                      تفسیر القرطبی                                                    

إِنَّهُمْ أَيْ إِنَّ أَعْدَاءَ اللَّهِ يَكِيدُونَ كَيْداً أَيْ يَمْكُرُونَ بِمُحَمَّدٍ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ وَأَصْحَابِهِ مَكْرًا. (وَأَكِيدُ كَيْداً) أَيْ أُجَازِيهِمْ جَزَاءَ كَيْدِهِمْ.

i.e. the enemies of Allah plot a conspiracy against the Holy Prophet Muhammad – may Allah send peace and blessings upon him – and his companions while Allah Almighty makes them pay back for their deeds.

فَمَهِّلِ الْكافِرِينَ أَيْ أَخِّرْهُمْ، وَلَا تَسْأَلِ اللَّهَ تَعْجِيلَ إِهْلَاكِهِمْ. ثُمَّ نُسِخَتْ بِآيَةِ السَّيْفِ فَاقْتُلُوا الْمُشْرِكِينَ حَيْثُ وَجَدْتُمُوهُمْ.

i.e. allow them some time and do not ask Allah to hasten in their destruction.  This verse was then abrogated by the verse of sword (the following verse):

فَاقْتُلُوا الْمُشْرِكِينَ حَيْثُ وَجَدْتُمُوهُمْ

Slay the associators wherever you find them and catch them.

(Al-Taubah 9, Verse 5)

Tafsir al-Jalalain                                                                                                                        تفسیر الجلالین                                                

{إِنَّهُمْ} أَيْ الْكُفَّار {يَكِيدُونَ كَيْدًا} يَعْمَلُونَ الْمَكَايِد لِلنَّبِيِّ صَلَّى اللَّه عَلَيْهِ وَسَلَّمَ

{وَأَكِيد كَيْدًا} أَسْتَدْرِجهُمْ مِنْ حَيْثُ لَا يَعْلَمُونَ

{فَمَهِّلْ} يَا مُحَمَّد {الْكَافِرِينَ أَمْهِلْهُمْ} أَيْ أَنْظِرْهُمْ {رُوَيْدًا} قَلِيلًا وَقَدْ أَخَذَهُمْ اللَّه تَعَالَى بِبَدْرٍ وَنَسَخَ الْإِمْهَال بِآيَةِ السيف أي الأمر بالقتال والجهاد

Indeed they, that is, the disbelievers, are devising a plot, they are preparing plots against the Prophet (s),

And I [too] am devising a plot, drawing them by degrees

[towards destruction]

from whence they know not.

So respite, O Muhammad, the disbelievers; grant them respite i.e.  put them off, for a little. Surely enough Allah, exalted be He, seized them at Badr and abrogated [the dispensation of] ‘granting respite’ by the ‘sword’ verse, in other words, by the command to fight and struggle.
