الَّذِیۡ خَلَقَ فَسَوّٰی ۪ۙ﴿۲﴾

The One Who created, and then made proper.

Tafsir al-Tabari                                                         تفسیر الطبری                                

الَّذِي خَلَقَ الْأَشْيَاءَ فَسَوَّى خَلْقَهَا وَعَدَّلَهَا

The One who created everything and then perfected the creation and proportioned them.

Tafsir Al-Tabari (Tafsir Ibn Jareer / Jame’ al-Bayaan fi Taweel al-Quraan) of Imam Abu Ja’far Muhammad ibn Jareer al-Tabri t D. 310 A.H.

Tafsir al-Baghawi                                                     تفسیر البغوی                            

قَالَ الْكَلْبِيُّ: خَلَقَ كُلَّ ذِي رُوحٍ، فَسَوَّى الْيَدَيْنِ وَالرِّجْلَيْنِ وَالْعَيْنَيْنِ.

Sayyiduna Kalbi – may Allah be pleased with him – said:  i.e. He created every living being and perfectly balanced them with two hands, two feet and two eyes.

Tafsir al-Jalalain                                                                                                                        تفسیر الجلالین                                                

{الذي خلق فسوى} مخلوقه وجعله مُتَنَاسِب الْأَجْزَاء غَيْر مُتَفَاوِت

i.e. who created and proportioned, His creation, making it of well-proportioned parts, without irregularities.
