وَ اَمَّا السَّآئِلَ فَلَا تَنْہَرْ ﴿ؕ۱۰﴾
And do not rebuke the beggar.
Tafsir al-Tabari تفسیر الطبری
وَأَمَّا مَنْ سَأَلَكَ مِنْ ذِي حَاجَةٍ فَلَا تَنْهَرْهُ، وَلَكِنْ أَطْعِمْهُ وَاقْضِ لَهُ حَاجَتَهُ
And when someone in need asks you for something, do not refuse him but rather feed him and fulfil his needs.

Tafsir al-Baghawi تفسیر البغوی
لَا تَنْهَرْهُ لَا تَزْجُرْهُ إِذَا سَأَلَكَ، فَقَدْ كُنْتَ فَقِيرًا فَإِمَّا أَنْ تُطْعِمَهُ وَإِمَّا أَنْ تَرُدَّهُ رَدًّا لَيِّنًا
Do not rebuke him i.e. do not scold him when he asks you for something, for you were also poor (Allah bestowed wealth upon you), so it is up to you that you either feed him or if you wish to return him then do so leniently.

Tafsir al-Kabeer التفسیر الکبیر
لَقَدْ عَاتَبَ اللَّهُ رَسُولَهُ فِي الْقُرْآنِ فِي شَأْنِ الْفُقَرَاءِ فِي ثَلَاثَةِ مَوَاضِعَ
Allah Almighty has reproached His Messenger – may Allah send peace and blessings upon him – with regards to the poor at three occasions in the Holy Quran:
أَحَدُهَا: أَنَّهُ كَانَ جَالِسًا وَحَوْلَهُ صَنَادِيدُ قُرَيْشٍ، إِذْ جَاءَ ابْنُ أُمِّ مَكْتُومٍ الضَّرِيرُ، فَتَخَطَّى رِقَابَ النَّاسِ حَتَّى جَلَسَ بَيْنَ يَدَيْهِ، وَقَالَ: عَلِّمْنِي مِمَّا عَلَّمَكَ اللَّهُ، فَشَقَّ ذَلِكَ عَلَيْهِ فَعَبَسَ وَجْهُهُ فنزل
عَبَسَ وَتَوَلَّى [عبس: 1]
- Once the Holy Prophet – may Allah send peace and blessings upon him – was seated in a meeting with the valiants of Quraish around him when Dhareer, the son of Umm Kulthoom, came and overstepping people’s necks he came all the way and sat in front of him and said, “Teach me what Allah has taught you.” The Holy Prophet – may Allah send peace and blessings upon him – found it hard to bear so he frowned his face then the following verse was revealed:
عَبَسَ وَ تَوَلّٰۤی ۙ﴿۱﴾
He frowned and turned his face.
(Abasa 80, Verse 1)
وَالثَّانِي: حِينَ قَالَتْ لَهُ قُرَيْشٌ: لَوْ جَعَلْتَ لَنَا مَجْلِسًا وَلِلْفُقَرَاءِ مَجْلِسًا آخَرَ فَهَمَّ أَنْ يَفْعَلَ ذَلِكَ فَنَزَلَ قَوْلُهُ:
وَاصْبِرْ نَفْسَكَ مَعَ الَّذِينَ يَدْعُونَ رَبَّهُمْ [الْكَهْفِ: 28]
- It was when the Quraish said to him, “If you could make separate gatherings for us and another one for the poor.” It stressed him to do that, then Allah’s following statement was revealed:
وَاصْبِرْ نَفْسَكَ مَعَ الَّذِينَ يَدْعُونَ رَبَّهُمْ [الْكَهْفِ: 28]
And keep yourself familiar to those who call upon their Lord
(Al-Kahf 18, Verse 28)
وَالثَّالِثُ:كَانَ جَالِسًا فجاءه عثمان بعذق من ثمر فَوَضَعَهُ بَيْنَ يَدَيْهِ فَأَرَادَ أَنْ يَأْكُلَ فَوَقَفَ سَائِلٌ بِالْبَابِ، فَقَالَ: رَحِمَ اللَّهُ عَبْدًا يَرْحَمُنَا، فَأَمَرَ بِدَفْعِهِ إِلَى السَّائِلِ فَكَرِهَ عُثْمَانُ ذَلِكَ، وَأَرَادَ أَنْ يَأْكُلَهُ النَّبِيُّ عَلَيْهِ السَّلَامُ فَخَرَجَ وَاشْتَرَاهُ مِنَ السَّائِلِ، ثُمَّ رَجَعَ السَّائِلُ فَفَعَلَ ذَلِكَ ثَلَاثَ مَرَّاتٍ، وَكَانَ يُعْطِيهِ النَّبِيُّ عَلَيْهِ السَّلَامُ إِلَى أَنْ قَالَ لَهُ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ: أَسَائِلٌ أَنْتَ أَمْ بَائِعٌ فنزل: وَأَمَّا السَّائِلَ فَلا تَنْهَرْ.
- Once he was seated and Sayyiduna ‘Uthman – may Allah be pleased with him – visited him with a bunch of fruits and placed it before him. He wanted to eat it but a beggar stood at the entrance and said, “May Allah have mercy on the servants who has mercy upon us!” He then commanded to give it to the beggar but Sayyiduna ‘Uthman – may Allah be pleased with him – disliked it and wished that the Holy Prophet – may Allah send peace and blessings upon him – eats it, so he went out and bought it back from the beggar. The beggar then returned and he did the same three times and the Holy Prophet – may Allah send peace and blessings upon him – had been giving him all these times but then he said to him, “Are you a beggar or a trader?” This verse was then revealed.
وَأَمَّا السَّائِلَ فَلا تَنْهَرْ.
And do not rebuke the beggar.
(Al-Dhuha 93, Verse 10)
Tafsir al-Kabeer (Mafateeh al-Ghaib) of Imam Fakhruddin Muhammad ibn Umar al-Raazi al-Shafe’i t D. 606 A.H.
Tafsir al-Qurtubi تفسیر القرطبی
وَرُوِيَ عَنْ أَبِي هُرَيْرَةَ أَنَّ رَسُولَ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ قَالَ: [لَا يَمْنَعَنَّ أَحَدُكُمُ السَّائِلَ، وَأَنْ يُعْطِيَهُ إِذَا سَأَلَ، وَلَوْ رَأَى فِي يَدِهِ قُلْبَيْنِ مِنْ ذَهَبٍ
Sayyiduna Abu Hurairah – may Allah be pleased with him – reported that the Holy Prophet – may Allah send peace and blessings upon him – has stated: None of you is to refuse a beggar and should rather give when he asks even if it’s bangles made of gold.
وَقَالَ إِبْرَاهِيمُ بْنُ أَدْهَمَ: نِعْمَ الْقَوْمُ السُّؤَّالُ: يَحْمِلُونَ زَادَنَا إِلَى الْآخِرَةِ.
Sayyiduna Ibrahim ibn Adham – may Allah be pleased with him – said: What a great society the beggars are! They carry our provision to the hereafter.
وَقَالَ إِبْرَاهِيمُ النَّخَعِيُّ: السَّائِلُ بَرِيدُ الآخرة، يجئ إِلَى بَابِ أَحَدِكُمْ فَيَقُولُ: هَلْ تَبْعَثُونَ إِلَى أَهْلِيكُمْ بِشَيْءٍ.
Sayyiduna Ibrahim al-Nakha’i – may Allah be pleased with him – said: A beggar is a postman to the hereafter, he comes to your door and says, “Do you wish to send anything to your families?”
قَالَ ابْنُ الْعَرَبِيِّ: وَأَمَّا السَّائِلُ عَنِ الدِّينِ فَجَوَابُهُ فَرْضٌ عَلَى الْعَالَمِ، عَلَى الْكِفَايَةِ
Sayyiduna Ibn al-‘Arabi – may Allah be pleased with him – said: When a person comes to ask a question related to Islam, it is Fard al-Kifayah upon the Aalim to provide him with an answer,

Tafsir al-Jalalain تفسیر الجلالین
{وَأَمَّا السَّائِل فَلَا تَنْهَر} تَزْجُرهُ لِفَقْرِهِ
And as for the beggar, do not drive him away, [do not] repel him on account of his poverty.

Tafsir Rooh al-Bayaan تفسیر روح البیان
The verse is clearly applicable to the entire creation, for everyone was poor in reality, so when Allah Almighty bestowed wealth upon someone, it is compulsory for him to acknowledge the rights of the poor.
