وَ ہٰذَا الْبَلَدِ الْاَمِیۡنِ ۙ﴿۳﴾
And by oath of this secure land,
Tafsir al-Qurtubi تفسیر القرطبی
فَأَقْسَمَ اللَّهُ بِجَبَلِ دِمَشْقَ، لِأَنَّهُ مَأْوَى عِيسَى عَلَيْهِ السَّلَامُ
وَبِجَبَلِ بَيْتِ الْمَقْدِسِ، لِأَنَّهُ مَقَامُ الْأَنْبِيَاءِ عَلَيْهِمُ السَّلَامُ
وَبِمَكَّةَ لِأَنَّهَا أَثَرُ إِبْرَاهِيمَ وَدَارُ مُحَمَّدٍ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ.
Allah Almighty took the oath of Damascus (by Teen) because it was the abode of Sayyiduna ‘Isa – peace be upon him.
He took the oath of Bait al-Maqdis (by Zaitoon) because it was the abode of many Prophets – peace be upon them.
He took the oath of Makkah Mukarramah because it is the remembrance of Sayyiduna Ibrahim – peace be upon him – and the home of Sayyiduna Muhammad – may Allah send peace and blessings upon him.

Tafsir al-Jalalain تفسیر الجلالین
مَكَّة لِأَمْنِ النَّاس فِيهَا جاهلية وإسلاما
i.e. by Makkah Mukarramah, as people were secure in it in the time of pagandom and [are still secure in it] in Islam.

Tafsir Rooh al-Bayaan تفسیر روح البیان
وفى الحديث من مات فى أحد الحرمين بعث يوم القيامة آمنا
It is mentioned in the Hadeeth: One who passes away either in Makkah Mukarramah or in Madinah Munawwarah will be resurrected on the Day of Judgment in peace.
