تَنَزَّلُ الْمَلٰٓئِکَۃُ وَ الرُّوۡحُ فِیۡہَا بِاِذْنِ رَبِّہِمۡ ۚ مِنۡ کُلِّ اَمْرٍ ۙ﴿ۛ۴﴾
In it descend the angels and Jibreel, by the command of their Lord – for all works.
Tafsir al-Tabari تفسیر الطبری
In it descend the angels and Jibreel with them, who is Al-Rooh (the soul) in the Night of Destiny, by the command of their Lord – for all works of Allah’s Divine ordinance throughout that year including the sustenance and death of people etc.

Tafsir al-Kabeer التفسیر الکبیر
رُوِيَ عَنْ عَلِيٍّ عَلَيْهِ السَّلَامُ: «أَنَّهُمْ يَنْزِلُونَ لِيُسَلِّمُوا عَلَيْنَا وَلِيَشْفَعُوا لَنَا فَمَنْ أَصَابَتْهُ التَّسْلِيمَةُ غُفِرَ لَهُ ذَنْبُهُ»
It is narrated from Sayyiduna ‘Ali – may Allah be pleased with him – that indeed they (the angels) descend so they make Salam to us and intercede for us, so whoever is blessed with their greeting of Salam, all his sins will be forgiven.

Tafsir al-Qurtubi تفسیر القرطبی
أَيْ تَهْبِطُ مِنْ كُلِّ سَمَاءٍ، وَمِنْ سِدْرَةِ الْمُنْتَهَى، وَمَسْكَنُ جِبْرِيلَ عَلَى وَسَطِهَا. فَيَنْزِلُونَ إِلَى الْأَرْضِ وَيُؤَمِّنُونَ عَلَى دُعَاءِ النَّاسِ، إِلَى وَقْتِ طُلُوعِ الْفَجْرِ
i.e. they descend from every heaven and from Sidrah the ultimate reach, the residence of Sayyiduna Jibreel – peace be upon him – and descend on earth and say “Ameen” to the Du’as of people till the break of dawn.
وَعَنْ أَنَسٍ قَالَ: قَالَ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ: إِذَا كَانَ لَيْلَةُ الْقَدْرِ نَزَلَ جِبْرِيلُ فِي كَبْكَبَةٍ «1» مِنَ الْمَلَائِكَةِ، يُصَلُّونَ وَيُسَلِّمُونَ عَلَى كُلِّ عَبْدٍ قَائِمٍ أَوْ قَاعِدٍ يَذْكُرُ اللَّهَ تعالى.
Sayyiduna Anas – may Allah be pleased with him – reported that the Holy Prophet – may Allah send peace and blessings upon him – has stated: When the Night of Destiny approaches, Sayyiduna Jibreel – peace be upon him – descends in the group of angels who pray and make Salam to every servant who is sitting or standing engaged in the remembrance of Allah Almighty.
وَقَالَ ابْنُ عَبَّاسٍ: قَالَ النَّبِيُّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ: (إِذَا كَانَ لَيْلَةُ الْقَدْرِ، تَنْزِلُ الْمَلَائِكَةُ الَّذِينَ هُمْ سُكَّانُ سِدْرَةِ الْمُنْتَهَى، مِنْهُمْ جِبْرِيلُ، وَمَعَهُمْ أَلْوِيَةٌ يُنْصَبُ مِنْهَا لِوَاءٌ عَلَى قَبْرِي، وَلِوَاءٌ عَلَى بَيْتِ الْمَقْدِسِ، وَلِوَاءٌ عَلَى الْمَسْجِدِ الْحَرَامِ، وَلِوَاءٌ عَلَى طُورِ سَيْنَاءَ، وَلَا تَدَعُ فِيهَا مُؤْمِنًا وَلَا مُؤْمِنَةً إِلَّا تُسَلِّمُ عَلَيْهِ، إِلَّا مُدْمِنَ الْخَمْرِ، وَآكِلَ الْخِنْزِيرِ، وَالْمُتَضَمِّخَ بِالزَّعْفَرَانِ
Sayyiduna Ibn ‘Abbas – may Allah be pleased with them – reported that the Holy Prophet – may Allah send peace and blessings upon him – has stated: When the Night of Destiny approaches, the angels who are the residents of Sidrah the ultimate reach, including Sayyiduna Jibreel – peace be upon him – descend with flags with them; one flag is mounted on my grave, a flag on Bait al-Maqdis, a flag on the Sacred Mosque (Al-Masjid al-Haram) and one on the mount Tur Sanai. They do not leave out any Muslim male or female without making Salam to them except for a drunkard, one who consumes pork and the one who is soaked in saffron.
رُوِيَ أَنَّ النَّبِيَّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ قَالَ: لَيْلَةُ الْقَدْرِ التاسعة وَالْعِشْرُونَ- أَوِ السَّابِعَةُ وَالْعِشْرُونَ- وَأَنَّ الْمَلَائِكَةَ فِي تِلْكَ اللَّيْلَةِ بِعَدَدِ الْحَصَى.
It is reported in the Hadeeth that the Holy Prophet – peace and blessings of Allah be upon him – said: The Night of Destiny is the twenty-ninth or twenty-seventh night, and that the angels that night are equivalent to the number of gravel.

Tafsir al-Jalalain تفسیر الجلالین
{تَنَزَّل الْمَلَائِكَة وَالرُّوح} أَيْ جِبْرِيل {فِيهَا} فِي اللَّيْلَة {بِإِذْنِ رَبّهمْ} بِأَمْرِهِ {مِنْ كُلّ أَمْر} قَضَاهُ اللَّه فِيهَا لِتِلْكَ السَّنَة إِلَى قَابِل
The angels and the Spirit, namely, Jibreel – peace be upon him, descend in it, on that night, by the leave of their Lord, by His command, with every command, that Allah Almighty has decreed from that year to the following one
