بِأَنَّ رَبَّكَ أَوْحَىٰ لَهَا

 Because your Lord sent a command to it.

Tafsir al-Baghawi                                                        تفسیر البغوی                            

{بِأَنَّ رَبَّكَ أَوْحَى لَهَا} أَيْ: أَمَرَهَا بِالْكَلَامِ وَأَذِنَ لَهَا بِأَنْ تُخْبِرَ بِمَا عُمِلَ عَلَيْهَا.

i.e. He commanded it to speak and permitted to reveal whatever was done over it.

{بِأَنَّ} بِسَبَبِ أَنَّ {رَبّك أَوْحَى لَهَا} أَيْ أَمَرَهَا بِذَلِكَ وَفِي الْحَدِيث تَشْهَد عَلَى كُلّ عَبْد أَوْ أَمَة بِكُلِّ مَا عَمِلَ عَلَى ظهرها

For its Lord will have inspired it i.e. He will have commanded her to do this — in a Hadeeth it is stated, ‘It [the earth] shall testify to every single deed committed by every male and female servant upon its

surface’.
