وَقَالَ ٱلْإِنسَٰنُ مَا لَهَا
And man says, “What has happened to it?”
Tafsir al-Tabari تفسیر الطبری
The man will say, “What happened to it?” about the doomsday, i.e. what has befallen the earth?
عَنِ ابْنِ عَبَّاسٍ، {وَقَالَ الْإِنْسَانُ مَا لَهَا} [الزلزلة: 3] قَالَ: «الْكَافِرُ»
Sayyiduna Ibn Abbas – may Allah be pleased with him – is reported to have commented on the verse: i.e. the infidels will say that.

Tafsir al-Matureedi تفسیر الماتریدی
وَقَالَ الْإِنْسَانُ مَا لَهَا أي: قال الكافر: ما لها تتحرك
i.e. the infidels will say, “What has happened to it that it is shaking?”

Tafsir al-Qurtubi تفسیر القرطبی
إِنَّ الْمُرَادَ بِالْإِنْسَانِ الْكُفَّارُ خَاصَّةً، جَعَلَهَا زَلْزَلَةَ الْقِيَامَةِ، لِأَنَّ الْمُؤْمِنَ مُعْتَرِفٌ بِهَا، فَهُوَ لَا يَسْأَلُ عَنْهَا، وَالْكَافِرُ جَاحِدٌ لَهَا، فَلِذَلِكَ يَسْأَلُ عَنْهَا.
i.e. especially the infidels amongst people will say such about the quakes on the doomsday, for the believers will already acknowledge it and will not question about it while the infidels who do not believe in it, will therefore question in disbelief.

Tafsir al-Jalalain تفسیر الجلالین
{وَقَالَ الْإِنْسَان} الْكَافِر بِالْبَعْثِ {مَا لَهَا} إِنْكَارًا لتلك الحالة
i.e. the infidels will question the Day of Resurrection disbelieving the situation at hand in denial.
