وَإِنَّهُۥ عَلَىٰ ذَٰلِكَ لَشَهِيدٌۭ

 And indeed He Himself is a witness to it.

Tafsir al-Kabeer                                                                                                             التفسیر الکبیر                        

الْمُرَادُ وَإِنَّ اللَّهَ عَلَى ذَلِكَ لَشَهِيدٌ قَالُوا: وَهَذَا أَوْلَى

The meaning is:  Indeed Allah Almighty is witness to it.  They (the exegetists) say that it is the preferred view.
