فَٱلْمُغِيرَٰتِ صُبْحًۭا

And by oath of those who raid at dawn.

Tafsir al-Baghawi                                                     تفسیر البغوی                            

هِيَ الْخَيْلُ تُغِيرُ بِفُرْسَانِهَا، عَلَى الْعَدُوِّ عِنْدَ الصَّبَاحِ، هَذَا قَوْلُ أَكْثَرِ الْمُفَسِّرِينَ.

i.e. the horses that attack the enemy with their horsemen at dawn.  This is the view of the majority of exegetists,

{فَالْمُغِيرَات صُبْحًا} الْخَيْل تُغِير عَلَى الْعَدُوّ وَقْت الصُّبْح بِإِغَارَةِ أَصْحَابهَا

i.e. the horses that make raids against the enemy at dawn at the hands of their riders.
