فَأَمَّا مَن ثَقُلَتْ مَوَازِينُهُ
So for one whose scales prove heavy,
Tafsir al-Tabari تفسیر الطبری
فَأَمَّا مَنْ ثَقُلَتْ مَوَازِينُ حَسَنَاتِهِ
i.e. for one whose scales of good deeds prove heavy.

Tafsir al-Baghawi تفسیر البغوی
رَجَحَتْ حَسَنَاتُهُ [عَلَى سَيِّئَاتِهِ]
i.e. one whose good deeds outweigh his bad deeds.

Tafsir al-Kabeer التفسیر الکبیر
قَالَ ابْنُ عَبَّاسٍ: الْمِيزَانُ لَهُ لِسَانٌ وَكِفَّتَانِ لَا يُوزَنُ فِيهِ إِلَّا الْأَعْمَالُ فَيُؤْتَى بِحَسَنَاتِ الْمُطِيعِ فِي أَحْسَنِ صُورَةٍ، فَإِذَا رَجَحَ فَالْجَنَّةُ لَهُ وَيُؤْتَى بِسَيِّئَاتِ الْكَافِرِ فِي أَقْبَحِ صُورَةٍ فَيَخِفُّ وَزْنُهُ فَيَدْخُلُ النَّارَ.
Sayyiduna Ibn ‘Abbas – may Allah be pleased with him – said: The scale has tongue and two sides where only the deeds will be weighed. The good deeds of the obedient servants will be presented the best form. If the good deeds are dominant then there will be Paradise for him. The bad deeds will be presented in the most horrible shape. If his good deeds will be lighter then he will enter hell.

Tafsir al-Jalalain تفسیر الجلالین
{فَأَمَّا مَنْ ثَقُلَتْ مَوَازِينه} بِأَنْ رَجَحَتْ حَسَنَاته على سيئاته
i.e. one whose good deeds outweigh his bad deeds.
