اِلَّا الَّذِیۡنَ اٰمَنُوۡا وَ عَمِلُوا الصّٰلِحٰتِ وَ تَوَاصَوْا بِالْحَقِّ ۬ۙ وَ تَوَاصَوْا بِالصَّبْرِ ٪﴿۳﴾
Except those who accepted faith and did good deeds, and urged one another to the truth – and counseled one another to have patience.
Tafsir al-Tabari تفسیر الطبری
اسْتَثْنَى الَّذِينَ آمَنُوا عَنِ الْإِنْسَانِ
Allah Almighty excluded the believers from the rest of mankind.
إِلَّا الَّذِينَ صَدَّقُوا اللَّهَ وَوَحَّدُوهُ، وَأَقَرُّوا لَهُ بِالْوَحْدَانِيَّةِ وَالطَّاعَةِ، وَعَمِلُوا الصَّالِحَاتِ، وَأَدُّوا مَا لَزِمَهُمْ مِنْ فَرَائِضِهِ، وَاجْتَنِبُوا مَا نَهَاهُمْ عَنْهُ مِنْ مَعَاصِيهِ
i.e. except those who believed in Allah and His Oneness and uttered His Oneness and are obedient to Him, did good deeds, paid what was due on them from the Faraaidh and abstained from what He forbade; the acts of disobedience.
عَنْ قَتَادَةَ، {وَتَوَاصَوْا بِالْحَقِّ} [العصر: 3] وَالْحَقُّ: كِتَابُ اللَّهِ
Sayyiduna Qatadah – may Allah be pleased with him – said: “Al-Haqq” refers to the Holy Quran.
عَنْ قَتَادَةَ، {وَتَوَاصَوْا بِالصَّبِرِ} [البلد: 17] قَالَ: الصَّبْرُ: طَاعَةُ اللَّهِ
Sayyiduna Qatadah – may Allah be pleased with him – said: “Al-Sabr” refers to the obedience to Allah.

Tafsir al-Matureedi تفسیر الماتریدی
أن هذه الآية إنما نزلت بقرب من مبعث رسول اللَّه – صَلَّى اللَّهُ عَلَيهِ وَسَلَّمَ – والقوم بأجمعهم كانوا أهل كفر وخسار؛ فلذلك وقع الاستثناء على ما ذكر
This verse was revealed closer to the time of the announcement of the Prophethood of Sayyiduna Muhammad – may Allah send peace and blessings upon him. The entire nation was still largely adamant on infidelity and loss. It is for this reason that He excluded the Ummah as mentioned.

Tafsir al-Kabeer التفسیر الکبیر
وَالْأَوَّلُ الْأَمْرُ بِالْمَعْرُوفِ وَالثَّانِي النَّهْيُ عَنِ الْمُنْكَرِ، وَمِنْهُ قَوْلُهُ: وَانْهَ عَنِ الْمُنْكَرِ وَاصْبِرْ [لُقْمَانَ: 17]
The first (Al-Haqq) is to enjoin good, and the second (Al-Sabr) is to forbid from evil. It is also proven from Allah’s statement:
وَانْهَ عَنِ الْمُنْكَرِ وَاصْبِرْ
And forbid from evil and be patient.
(Luqman 31, Verse 17)
وَقَالَ عُمَرُ: رَحِمَ اللَّهُ مَنْ أَهْدَى إليَّ عُيُوبِي.
Sayyiduna ‘Umar – may Allah be pleased with him – said: May Allah have mercy upon the one who points out my faults to me.
Tafsir al-Kabeer (Mafateeh al-Ghaib) of Imam Fakhruddin Muhammad ibn Umar al-Raazi al-Shafe’i t D. 606 A.H.
Tafsir al-Qurtubi تفسیر القرطبی
قَوْلُهُ تَعَالَى: (وَعَمِلُوا الصَّالِحاتِ) أَيْ أَدَّوُا الْفَرَائِضَ الْمُفْتَرَضَةَ عَلَيْهِمْ، وَهُمْ أَصْحَابِ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ.
And did good deeds i.e. performed their compulsory duties that were upon them, and they are the companions of the Holy Prophet – may Allah send peace and blessings upon them.
قَالَ أُبَيُّ بْنُ كَعْبٍ: قَرَأْتُ عَلَى رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ وَالْعَصْرِ ثُمَّ قُلْتُ: مَا تَفْسِيرُهَا يَا نَبِيَّ اللَّهِ قَالَ: وَالْعَصْرِ قَسَمٌ مِنَ اللَّهِ، أَقْسَمَ رَبُّكُمْ بِآخِرِ النَّهَارِ: إِنَّ الْإِنْسانَ لَفِي خُسْرٍ: أَبُو جَهْلٍ إِلَّا الَّذِينَ آمَنُوا: أَبُو بَكْرٍ، وَعَمِلُوا الصَّالِحاتِ عُمَرُ. وَتَواصَوْا بِالْحَقِّ عُثْمَانُ وَتَواصَوْا بِالصَّبْرِ عَلِيٌّ رَضِيَ اللَّهُ عَنْهُمْ أجمعين.
Sayyiduna Ubayy ibn Ka’b – may Allah be pleased with him – said: I recited Surah Al-‘Asr to the Holy Prophet – may Allah send peace and blessings upon him – and asked, “O Allah’s Prophet, what is the interpretation of it?” He replied, “‘وَالْعَصْرِ’ is Allah’s oath. He took the oath of the last portion of the day. ‘إِنَّ الْإِنسَانَ لَفِي خُسْرٍ’ i.e. Abu Jahl ‘إِلَّا الَّذِينَ آمَنُوا’ i.e. Abu Bakr ‘وَعَمِلُوا الصَّالِحَاتِ’ ‘Umar ‘وَتَوَاصَوْا بِالْحَقِّ’ ‘Uthman ‘وَتَوَاصَوْا بِالصَّبْرِ’ ‘Ali.” (May Allah be pleased with them)

Tafsir Rooh al-Bayaan تفسیر روح البیان
روى عن الشافعي رحمه الله أنها سورة لو لم ينزل الى الناس الاهى لكفتهم
Imam Shafe’i – may Allah be pleased with him – is reported to have said: It is the Surah that if nothing besides this was revealed to the people, it would suffice them.
