وَ یَمْنَعُوۡنَ الْمَاعُوۡنَ ٪﴿۷﴾
And refuse to give articles of use.
Tafsir al-Tabari تفسیر الطبری
قَالَ عَلِيٌّ رِضَى اللَّهُ عَنْهُ فِي قَوْلِهِ: {وَيَمْنَعُونَ الْمَاعُونَ} [الماعون: 7] قَالَ: «الزَّكَاةَ»
Sayyiduna ‘Ali – may Allah be pleased with him – said that Al-Ma’oon in the verse refers to “Zakah”.
الْحَسَنَ يَقُولُ: ” {وَيَمْنَعُونَ الْمَاعُونَ} [الماعون: 7] قَالَ: «مَنَعُوا صَدَقَاتِ أَمْوَالِهِمْ، فَعَابَ اللَّهُ عَلَيْهِمْ»
Sayyiduna Hasan – may Allah be pleased with him – said about the verse: They refused to give charity from their wealth, therefore, Allah Almighty criticized them.”

Tafsir al-Matureedi تفسیر الماتریدی
وروي عن عليٍّ – رَضِيَ اللَّهُ عَنْهُ – في رواية: (الْمَاعُونَ): منع القدر، والدلو، والفأس.
وعن ابن مسعود – رَضِيَ اللَّهُ عَنْهُ – مثله، وكذا عن ابن عَبَّاسٍ في رواية أخرى.
Sayyiduna ‘Ali, Ibn Mas’ood and Ibn ‘Abbas – may Allah be pleased with them – are reported to have said: Al-Ma’oon is (the articles of use) pot, bucket and axe.

Tafsir al-Kabeer التفسیر الکبیر
يُوهِمُ أَنَّ الْمَاعُونَ هُوَ الزَّكَاةُ، وَلِأَنَّ اللَّهَ تَعَالَى ذَكَرَهُ عَقِيبَ الصَّلَاةِ، فَالظَّاهِرُ أَنْ يَكُونَ ذَلِكَ هُوَ الزَّكَاةَ وَالْقَوْلُ الثَّانِي: وَهُوَ قَوْلُ أَكْثَرِ الْمُفَسِّرِينَ، أَنَّ الْمَاعُونَ اسْمٌ لِمَا لَا يُمْنَعُ فِي الْعَادَةِ وَيَسْأَلُهُ الْفَقِيرُ وَالْغَنِيُّ، يُنْسَبُ مَانِعُهُ إِلَى سُوءِ الْخُلُقِ وَلُؤْمِ الطَّبِيعَةِ كَالْفَأْسِ وَالْقِدْرِ وَالدَّلْوِ و— وَيَدْخُلُ فِيهِ الْمِلْحُ وَالْمَاءُ وَالنَّارُ.
It is generally understood that Al-Ma’oon refers to Zakah because Allah Almighty has mentioned it after Salah, so apparently it is Zakah but there is another view which is the view of the majority of exegetists that Al-Ma’oon defines anything which is usually considered as unethical to deny to give whether a poor or rich is asking for it. Whoever denies giving the articles; such as, axe, pot, bucket as well as salt, water and fire etc. is criticized as having bad character and of mean nature.
فَإِنَّهُ رُوِيَ: «ثَلَاثَةٌ لَا يَحِلُّ مَنْعُهَا، الْمَاءُ وَالنَّارُ وَالْمِلْحُ»
It is reported that it is not permissible to refuse to give three things; water, fire and salt.

Tafsir al-Jalalain تفسیر الجلالین
{وَيَمْنَعُونَ الْمَاعُون} كَالْإِبْرَةِ وَالْفَأْس والقدر والقصعة
Articles of use i.e. such as; a needle, an axe, a cooking pot or a bowl.
